II.Descriptions and Analysis of Market Background

(I)Policy environment

1. Beijing the first to release “replacing business tax with value-added tax” in construction industry.

Beijing municipality has been the first to issue “Suggestions of implementation on the adjustment of construction price basis in Beijing concerning the construction industry from business tax to value-added tax”, and points out that the construction industry will be involved in the pilot scope of business tax change into value-added tax since May 1st 2016, and it will adjust the current pricing basis accordingly and list the relevant data in detail, so that the construction industry has instructions and pricing basis to follow during the trade, and to provide a reasonable reference for market pricing activities. It can solve the bottleneck of tax circulation effectively, and perfect the value-added tax deduction chains, and realize the smooth transition of pricing activities in construction industry, and make sure that the project cost will be determined reasonably, maintain market order, so as to provide further guarantees for construction product quality and security.

2. Purchase restriction of business department in Tongzhou District

There exists speculation in the non-residential market including business department and residence project which was planned as commercial or office use but was designed or transformed with independent kitchen bathroom and water supply or sewer. Commercial or office house changed to residence use and its selling to separate individuals will on the one hand reduce the bearing capacity and development space of the future industry in the region, and on the other hand will bring in a large number of people, and influence the further development of the city sub-center, therefore it is necessary to regulate it according to law.

This purchase restriction of business apartment in Tongzhou, and the housing suite included in the family when verifying the qualifications of house purchase in future and the newly-built commercial and office project only to sell to enterprise and public institution, social organization, all the measures show that Beijing municipality pay high attention to and is determined on the sooth development of construction and real estate market of the city sub-center. 3. The completion of the “three unified” of Tongzhou and “north three counties”.

Beijing municipality has confirmed the policy of the “three unified” of Tongzhou and the north three counties firstly, that is unified planning, unified policies and unified management, and will arrange for the overall planning and construction of the 155 sq.km of Beijing sub-center and the whole region of Tongzhou, and arrange for the harmony development of Beijing sub-center and central urban area, the east region of Beijing and the “north three counties” in Langfang, Hebei. By the time, Beijing sub-center and the “north three counties” will jointly set the ecological red line and the urban development boundary, and prevent contiguous development.
